Run by leading scientific societies, Optica and the American Geophysical Union (AGU), the Network includes community leaders, researchers, social and physical scientists, policy professionals, government stakeholders and anyone invested in a clean and healthy environment.
CENTERS
Canada
Canada has two participating groups in the GEMM Network including parts led by the Universities of Laval and Waterloo along with the National Research Council of Canada. By bringing together universities, private companies, and other government agencies, the Center is focused on the development and deployment of cutting-edge technologies to improve climate models and shape policy.

The partnership between the Indian Institute of Technology, Delhi and National Law University, Delhi is the first multidisciplinary GEMM center focusing on creating community-based solutions at the nexus of law and science.

Along the Yangtze River Delta in Hangzhou, Westlake University is developing and deploying solutions to monitor pollutants in water bodies, saltwater intrusion, and water resource management.

The Dodd-Walls Centre for Photonic and Quantum Technologies, a research center hosted by the University of Otago in collaboration with five other New Zealand universities, is a world leader in quantum optics and atomic physics. By applying this expertise to precision sensing of inland water quality, they are an integral part of the GEMM Network.

The City of Glasgow and the University of Strathclyde and launched its GEMM in 2019 and now hosts the Strathclyde Centre for Doctoral Training in Global Environmental Monitoring & Policy, a water economies project, the GEMM Glasgow Urban Air Project, and an indoor and outdoor air monitoring project funding by ICLEI.

As the headquarters of both Optica and AGU, Washington DC serves as the secretariat for the GEMM Initiative and our connection into the U.S. Government and embassies from around the world.

Dr. D. Michelle Bailey
Co-Chair
Dr. Michelle Bailey is Co-Chair of the GEMM Initiative. She is a Research Chemist at the National Institute of Standards and Technology (NIST) within the United States Government. Her research focuses on development and implementation of optical diagnostic techniques for atmospheric trace-gas detection, she is a member of Optica’s Public Affairs Council, and she brings a passion for community-based science having been a Fellow with AGU’s Thriving Earth Exchange.

Dr. Tomohiro Oda
Co-Chair
Dr. Tomohiro Oda is Co-Chair of the GEMM Initiative. He is a senior scientist at the Universities Space Research Association (USRA) and an adjunct professor at the Department of Atmospheric and Oceanic Science, University of Maryland, College Park. His research focuses on modeling and satellite-based mapping of carbon emissions to visually inform communities of the local emissions. He has brought together leading researchers, technology developers, and policy stakeholders as the meeting chair of the GEMM Initiative’s GEMM Asia Summit in December 2022.

GEMM participants are subject matter or regional experts and organizations who want to engage in community-led science through research or policy as connected to the vision of GEMM and our global network.

The largest and most world renowned scientific society for earth and space researchers and scientists saw the potential and started working on the GEMM Initiative in 2019. As an innovative and transdisciplinary society, AGU pushed the groundbreaking collaboration forward to create the multidisciplinary Network of experts and communities that makes up the GEMM Initiative today.

In 2018, Optica identified climate change as a priority global policy issue where optical scientists and technology could make a meaningful difference. Without a clear path forward, Optica knew they needed a partner and looked no farther than a couple blocks up the street to the world’s leading earth and space scientific society.
